Instead of being viewed as citizens, Palestinian refugees and exiles are
conceptualised as “supporters” or “solidarity activists,” merely seen
as members of charitable associations whose role is to offer financial
and moral support. This is an inadequate conception that has negatively
impacted the interaction of Palestinians abroad with Palestinian
leaderships. It has also undermined their ability to counter the lobbies
that are working against the Palestinian cause, especially in the West.
Palestinian bodies and representative offices, regardless of their
political background, have all failed in establishing a relationship
that is based on the genuine participation of Palestinians abroad.
